Jonathan Foley

Member and Co-Founder

Jon has more than thirty years of experience in health policy development and health system management at the federal, state, and local levels in the United States and internationally. In addition, he has significant experiences in strategic planning, organizational development, employee engagement, human resource management, and performance improvement (including 5 years as a federal Performance Improvement Officer). Most recently, he served for seven and one half years as a senior executive at the Office of Personnel Management advising the OPM Director and senior leaders on matters relating to the Federal Employees Health Benefits (FEHB) program, Affordable Care Act, Government Performance and Results Act (GPRA) Modernization Act, and the President’s Management Agenda People and Culture item.

Chelsea Ruediger

Senior Consultant

Chelsea has over a decade of policy development and implementation experience in both the public and private sectors. Most recently, Chelsea served as Director, Regulatory and Legislative Policy for the Blue Cross Blue Shield Association. In this position, she was responsible for a variety of policy issues in the individual and employer sponsored markets including association health plans, non-discrimination, essential health benefits, and federal employee benefits. Previously, Chelsea served as a Senior Policy Analyst at the Office of Personnel Management where she oversaw the implementation of health benefits for same sex spouses of Federal employees and the government-wide addition of a new health benefits option. Chelsea is a certified Project Management Professional (PMP) and enjoys tackling large-scale organizational change initiatives. She has a strong background in strategic planning, consensus building, advocacy, and stakeholder engagement.

John O'Brien

Sadly, John died on May 28, 2019.  He was a source of knowledge, inspiration and good cheer for all of us. As a co-founder of Westcott Partners, he brought more than thirty years of experience in health program management and policy development at all levels of government and in the private sector. Most recently, John served 6 years as the Director of Healthcare and Insurance at the Office of Personnel Management overseeing all of the employee insurance benefits offered to federal employees and retirees, including the Federal Employee Health Benefit (FEHB) program (the largest private insurance marketplace in the nation) and program requirements of the Affordable Care Act (ACA).
